The wetting in Water Wetter refers, did I say reefer? never mind, to breaking the surface tension of straight water I beleive. It provides a better transfer of heat from the engine to the coolant. It is also said, according to the bottle, to lubricate the water pump and the seals.
Water Wetter = not as difficult to clean from track surface if it spills on same.
Better cooling = probably from the water with no anti-freeze versus the water wetter. My bike runs about 10 degrees cooler with water wetter...but it still doesn't help the back of my legs at a long stop light.
