Before Reagan no one went to Arlington - Reagan started the modern routine. H. W. Bush didn't go at all and sent Dan Quayle in his place one year, just like Obama is doing with Biden. And Obama isn't chillin' wi' his homeys. He spoke at the Abraham Lincoln National Cemetary (Lincoln was a Republican if that matters to your simple mind).
