Help Please,

I have a 98 Monster. I put the key in the ignition and turn it, sometimes I need to wait several minutes, sometimes 10-15 mins for the dash lights to come on before I can start the bike. I already changed the iginition moduel. Still the same problem. Anyone knows the problem???
