Had a new chain and sprockets (15/41) installed on my '02 RC51 by my mechanic and he says an inch and a half play is normal while the Honda dlrshp says it should be 3/4 of an inch. Which is right?

wow a inch an a half,i think i would go with what honda told ya.
i need to get a new chain set up let me know how you like the 15/41

The 15/41 gearing is a highly recommended must! You will appreciate more
useability in lower gears for getting in and out of turns. I at first didn't
see what the big fuss was all about, but after doing an 850 mile jaunt
through hilly, mountainous and twisty roads, I experienced better acceleration
at the expense of higher end speeds (+140mph)

It depends where the rear axle is. If the suspension is compressed the chain will be tighter compared to the suspension being extended.
When your bike is on it's sidestand there will be a lot of slack. If you push on the bottom of the chain it should hit the rubber guide on the swingarm. So that's about an inch, inch and a half.
