For the outer part...
standard spring 0.46 :standard oil cap. 12.7 us oz / 375cm
max oil 13.8 / 407cm

softer spring 0.44 :standard oil 12.9 / 380cm

min 10.7 / 316cm
harder spring 0.48 :standard 12.5 / 369cm

As far as the inner chamber you just fill it up and then it's real hard to get the cap pushed down because it forces the excess oil out. Once you have the cap screwed down onto the cartridge you have to blow all the excess oil out with compressed air (there are some holes to blow though.) If you don't that excess oil will end up in the main outer leg part and then you'll have too much oil.
In the old days I would use more oil (less air spring) so that the forks got stiffer near the end of the travel. If you try that with these twin chamber forks you just get super harsh action everywhere. These forks are undersprung even for average weight riders, you need stiffer springs and then use somewhere between the minimum and standard oil levels. For oil use the Honda oil for twin chamber forks, I think it's 5w. One bottle is enough to do both outer legs but if you do the inner chambers too then you'd better buy two bottles to be safe. Don't forget that heavier springs take up more volume inside the tubes so you have to use less oil to maintain the desired air spring effect.
