I think the real issue is that some nations would not IMO use nuclear weapons except in retaliation for a nuclear attack on a large scale ie US, Chima, Russia, England etc. Others that have or are close to having nucs like Pakistan, Iran, and North Korea are much more dangerous, again only IMO, because I think they would be more likely to pull the nuclear trigger at the threat of a conventional attack.
