How do I properly measure for rim width?

argh, purchased a bike with excels already installed. Lurking around for tires and compatibilities. What are the correct given points to properly measure.
17" portion I got, width in front appx 4" outside, rear appx 5" outside.
Does this mean 3.5" FR and 4.5" rear?

Can I take that for a test drive?

Rim width is measured from the inside of the rims, where the bead sits.

excels only come in 4.25" or 5" ,most often they're 4.25....
