It would sure seem like it. He is selling several bikes at very low prices, while a few of them seem market correct or maybe even a bit high.
He also has a GTS1000 for $4k, and this RC30 for $10k with minor damage. If it is real someone will get a great deal, but if it sounds too good to be true....
This would definitely be one to arrange for a inspection and check out the VIN just to make sure it is legit. OTOH, I wouldn't expect it to last long at this price.
Looks a little beat up, but nothing that couldnt be taken care of with some TLC and $$$.

He has put youtube videos of the bikes showing them running and all lights working. If he is a scammer (unlikely IMO), he has went to great lengths to perpetrate the fraud. If someone could have hijacked his account though and is "selling" previous bikes he had, that could be a different story.
The price just seems so low it makes a person suspicious. No VIN on any of the bikes is odd as well. The Yamaha GTS for $4k is about half what most are advertised at. I would expect if he had simply put a reserve on the RC in a week it would be well above his BIN price. I just can't figure out why a person wouldn't try to sell it for more, at least the first time it is listed.
I don't know what to say... bike looks genuine though not well kept. Lots of original bits (brake discs, exhaust etc) have been replaced and is not clear if they are still available. This can reduce resale value by a fair amount.
Bear in mind that I went to see an RC45 which was in worse condition (though never dropped). The owner had no idea what the bike was worth (he hadn't ridden it in four years) so I made my offer; he said "had to talk to my wife about it". He rang me back the next day asking twice that sum (and a good 30% over an absolutely mint 45 back at the time) so he simply walked away on the "deal".
So yes, there are people out there with highly desiderable bikes who have not a clue how much they are worth!

Notice the owner mentions that an RC30 hit 28K so I think he knows what
they can fetch... he just wanted 10K... so I bought it..

What an incredible deal you got on this bike Larry, I was seriously going to try to figure out a way to scrounge up the money to buy this thing. I am green with envy .
