Question Installing water pump seals

I just replaced the water pump seals in the 916 and everything looks fine.
I replaced them because I was in the case cover anyway so I figured why not.
My question is how easily should the impeller turn by hand after new seals are installed? My Haynes manual says "Check that the impeller rotates freely and easily". The bearing is fine but the rotation is not what I would call rotating freely or easily. It is stiff but not sticky and I am worried it might be too stiff.
The case side seal is seated correctly, fully seated. The impeller side is full up against the impeller and the spring works correctly as far as I can tell.
I did not check the old seal rotation before I took them out, wish I had.
Any help out there with this one?????
