abandon 00 ducati monster 900

i have seen this bike sitting out side in the side walk since the year 2003 and it has never been moved ,the tires are flat and its gettin rusty.now i am very interested in buyin the bike but i cant find the owner..i think that it was leaft beind.i got the vin number but i dont know were to go from here..if any of you uys know how to obtain information like this it would realy help this bike get a good home..
