First I have to say that you are doing exactly what I am doing exept for that I dont have the computer knowledge as you have and my bike has a 5,9 ECU so I use PC3.
Well FIM dont have to employ a programmer at 80k per year. The software is here

since a long time.
The problem is that it is 1500 dollars. What they should do is to includ it with the ECU. If they dont want everyone to have it they can easyly make a software key per ECU and include. Problem solved.
