I couldn't turn the inner races with my fingers while the wheel was off the bike. Futhermore, there was no freeplay between the aluminum collar (inside the wheel) and the inner races, so it was a very tight fit.

Well,.. with the calipers off... You still have alittle SEAL drag.. BUT It Should spin better then only 2 revs.!.. Mine spins more then 2 revs. with the Calipers still on!

Try,.. undo the NUT... so there is ZERO torque and how's she spin now? IF it still stops fast I would check EACH of the bearings, as it sounds like too much Drag mang., Yes/No
