I dont think thats a rule or anything. Many inline fours make a boatload of torque these days. If you take a v twin 1000 vs a 1000 inline 4 you have the potential for more torque with the twin, because you will have to have a much longer stroke and 2 larger bores, which I think helps in the torque aspect. where in the 4 cylinder the displacement is split up into shorter stroke, and 4 smaller bores which can rev much higher to help with horse power. with a v twin vs i twin configuration at the same displacement, if the bore and stroke are the same then it would come down to a lot of other factors like overall engine efficiency. I dont think the v or inline configuration would matter at all.
