In the case of Norbert Erlec, he has maintained several Ebay id's for the past 7+ years, and as he builds up too many negative feedbacks - he just resumes use of the one that he left idle while the others went sour.

It's usually a more well thought out practice by others, but in Motochristos case, he has never changed his format of listings at all. If you look at any of his auctions, regardless of what ID he is using, they ALL have the exact same photo layout, poor photo quality and all with filters to keep out the details, and all the exact same font and writing style. It's all cut and paste, even to the point of using the same layout where photos are now X's rather than work on editing the listing format.

And in every reply he's given in emails, forums, or drunken phone calls: He NEVER addresses the real issues or answers any question with facts.

As far as knowing who the bad sellers are, just look to see if Ebay or Paypal provide any buyer protection at all. In the "see how you are protected" field, if it tells you to look elsewhere, that usually means the seller does not have a good rating or they have claims against them. In which case, you'd do better to shop from someone else.
