Might want to look at the possibility of a bad fuel pressure regulator, as well. It's on the fuel rail, at the rear throttle body.
If it's bad, it'll have fuel in the vacuum hose, or if vacuum is applied, it won't hold it. Symptoms are a rich running engine and plug fouling, no matter what.
But.....(Everyone I know has a big "But".)
If all you're doing is 2 mile rides, I gotta agree with Jeff on the cause there........that's why I asked about that, in my prior post.
Take it out and flog it. The RC51 is not a putt-putt bike, nor fairs well in slow speed/rpm tooling around town.
