cause HE would NOT accept an exchange as agreed to by his bid on the auction which clearly stated the return policy!

An exchange policy would be perfectly acceptable for minor faults / errors etc, but the disaster you sent cannot be covered by an exchange policy. The sale of such an item can only be described as fraud.
If you have so much faith in your product, and want to maintain and build good customer relations, then a money back guarantee should be a basic sales policy: The fact you do not make that offer says a hell of a lot about you & your products.

Originally, he won a yellow color painted tank - agreeing to accept a red one since, as he said: " I dont care about the paint since I'll have it repainted! " never mentioning about any of the concerns he just stated after he received the tank, propably caused due to him sanding thru the carbon fiber
