My '99 900SS also has the DP high mounts (alloy) with K&N, chip and open box. I run the stock fender / licence holder with no problems.
I used the stock rear peg and hangers after some creative "trimming" and mounted this on the lowest hole on the DP muffler hangers.
Looks good, cost nothing and keeps the wife off during those long hauls! Oops, here she comes....
