I went up a couple of teeth in the rear, I think to 42 teeth, and it made a world of difference. Not only was it easier to ride around town, it was actually more fun to ride on the track and in the hills. I would try that before you go and change out the clutch pack.

Although I changed out my clutch a little while after the gear change, and the lightweight aluminum clutch pack also made a huge difference, more in that it was less rotating mass than the stock steel plates so seemed to rev quicker.
