It would probably be possible to machine something, but would the inside edge of a spacer "fall" into part of the groove? That may not matter if it's just there for spacing purposes. It might be cheaper/easier just to layer a second circlip into the worn groove, of course I guess that's not really permanent solution, and finding that giant circlip could be a problem, maybe the shim idea is better.
